Spaghetti learning already use a multilanguage system like PHPNUKE, when the language is selected the sript include all labels (labels are listed in saparate .php files) and the indication of the encoding. Once the language is selected maybe some pages contain part of the interface (in chinese) end other contents (maybe mixed english and Chinese).
