sox - Swiss army knife of sound processing
ubuntustudio-recording - Transitional Package [transitional to
ubuntustudio-audio, which probably references some useful things.]
ardour3 - digitaal audio werkstation (graphische GTK2-interface)
bplay - Gebufferde audio bestandspeler/recorder
ecasound - multitrack-capable audio recorder and effect processor

I just skimmed them so probably missed a brazilion or so worth.

I imagine that if you looked around google for "ubuntu recording tools"
you'd find useful things too.
