ISP, phone recommendations please

Friends have just bought a house, asked me for recommendations - "now need
to think of setting up ... landline-internet connections -no mobile
required!"
I'm with WIC, definitely no complaints there. However I'd like input from
others, esp about phone. An ISP with a Plan? These annoy me because of
the rigidity and the assumption that I want vast amounts of music and
movies when actually I want almost none. VOIP? - I'm with 2talk which is
cheap but has a Soviet era attitude to customer service. They have an
automated thing that tells you your "ticket" (e.g. haven't been able to get
calls or ring out...) has been received.

Email again, get response. Often geek-response, i.e. although they
advertise their product to all and sundry, members of the wide public, they
have no training in communication with people for whom computers are mere
tools for getting on with life, not Main Reason For Living. One guy,
Julian, was superb but can't recommend the company on the basis of one
person who may no longer be working there anyway. It's cheap........
My friends don't use internet enough to want more than the most basic
basics, having just bought a house their priorities for money are (1) (2)
and (3) - mortgage, insurance and rates. Nice to haves can wait, but
skype, email and phone are important.
