Try turn off the cordless phone and testing - it could be interfering with the wireless as well. As for the foil-backed paper, can you plug the access point in say outside on an extension lead and see how far you can walk with the laptop line of site? Another option would be to bring around another access point for a side-by-side comparison when they are in the same place.
