Normally you can just click on the network manager icon then choose
the network to connect to. It will ask for a password if needed (e.g.
for wpa) and then connect.

If the ADSL is not up the network connection should at least be
configured via DHCP and work onces the ADSL/PPP is up. If the DHCP
server is not starting before the PC (seems unlikely) then maybe you
should look at setting the IP address statically.
