I would suggest that you have the AP inside reconfigured so you dont
have issues - having an AP in the garage is probably going to be
useless. Are you having rouble with all modems including your original
one, and are the neighbours also having trouble?

I suggest all you really need is to find a decent modem (router and
wireless features are not important considering ipcop and your AP can
take care of that).
