It sounds like your timezone data is old... quite old if memory serves
apt-get update tzdata
should do it for a debian like distro
Or you can reconfigure your timezone and possibly any DST settings
that go with it with
dpkg-reconfigure tzdata

As an aside, all NTP time sources are UTC so it doesn't matter where
the server you use is
