Making Pi as personal VPN and want to access in from outside

Namaste Friends, I want to make my Pi as personal VPN and want to access it from outside home network. My Pi is connected to internet (BSNL Broadband) 24X7 having dynamic IP address. Can I make it as VPN so that I can access it from outside my home network? What steps do I need to follow or changes have to make to access it from outside/another network? Is it possible to access it from outer network while having dynamic IP address from my ISP? Before jumping directly on this forum I have done bit of googling and found these two links and had gone through.
