There are many options out there.

1) You can rent space off someone (such as me ;-) ). This option does 
not get you root acces, but it is much cheaper than other options. 
Depending on who you go with and what you are trying to do costs will 
be between 5$ and 50$ a month.

2) Get a dedicated hosting solution. Places like rack space and server 
beach offer dedicated servers where you get root access on a box that 
THEY own. basically you rent the box and connection. Prices will range 
from 50$ to 500$ (or more) depending on what you need. Company that you 
rent from deals with any hardware problems.

I've used both rackspace and server beach and both are great. I prefer 
server beach, and am currently using them. Rackspace offers managed 
hosting (they help you fix problems on your box), server beach offers 
NO software support. you break it, you fix it or pay them to reformat.

3) Colo. You provide the box, ship it out to the ISP and they hook it 
up to their network. They plug it in and are done. It breaks, you can 
pay to have it shipped back to you to deal with the hardware problem.

4) Business DSL ... there are a couple places around that will let you 
run servers off a business DSL line. I can't think of any off the top 
of my head .. I think david krovich might be able to point you in the 
right direction with this one.
