Ubuntu works on 6-month release cycles, and after a release, only security
updates are provided. This means that if you need the latest-greatest
version of a package, you must resort to an ad-hoc mess of grafting your
stable release with the unreleased version, or with packages from Debian
Sid. Focusing mainly on desktop apps, Ubuntu Backports repackage from
these sources or from scratch, ensuring that dependancies are satisfied
for your stable release. Additionally, they use some versioning magic to
ensure upgrading from Hoary with backports to Hoary+1 will be smooth. Add
something like this to your /etc/apt/sources.list:

deb http://ubuntu-backports.mirrormax.net/ hoary-backports main universe
multiverse restricted
deb http://ubuntu-backports.mirrormax.net/ hoary-extras main universe
multiverse restricted

Most packages are only available for i386 and PPC, no AMD64.
