I notice a lot of attention has been given to matters of formatting hacks
devised explicitly for IE 6.  At what point would it be more rational not to
bother with them at all?  If for instance 70% of visitors were still using
Mosaic or Netscape 2, would it make sense to develop for those?

I have to wonder how many Internet Explorer users might not consider doing
so if every website they visited didn't render perfectly.
