IRC access problems?

Is it just me, or does the university's residential network block IRC access
entirely nowadays?

I used to be able to access IRC channels from my dorm room without incident
(as long as it wasn't by port 6667), but for the last few months attempts to
connect to Freenode or any other server have simply resulted in Chatzilla
timing out.

If the MorLUG channel is a lot emptier now than it used to be, I feel the
reason is probably right there.
