vfat /home partition; 32bit OS on a 64bit Machine

Question 1: when installing linux, can create a vfat partition and mount it
as /home so that it will contain files shared by windows and linux on a dual
boot machine?
Question2: In installing linux for 32bit in a 64bit machine, what are the
advantages and disadvantages? will it use the full potential of 64bit
machine even its OS is 32bit. i believe windows 32bit can be installed on
amd64?
