Sounds like a necessity to know. I googled "POR" and "boot" together,
and still don't know what POR is. I seemed to get the idea that POR was
a voltage on a pin, as implied at
http://www.cypress.com/knowledge-base-article/por-and-boot-routine-timing,
but still don't know for sure.

What is POR?
