I have this problem. I am planning to put a 4U into via.net in Palo Alto when I get around to it. I have talked to them. Feel free to email me for details. If you do need a full rack, Hurricane has a really good deal. I've figured out how to talk to them, but I agree they're a bit flaky. Don't know about compliance programs.
