If you're looking for broadband, I would say AT&T's cable modem offerings
are pretty good -- unless you want to host a server.

I've dealt with numerous DSL companies and if you want to go that direction,
stay away from anyone that deals with Ameritech. Hosting.com/InterAccess,
for example, is an example of ISP that gives you good speed/reliability
simply because they don't have to deal with Ameritech too much. (Note:
InterAccess will give you an IP that points towards their firewall unless
you pay more for their static IP.)

AirLogic.net is a very, very interesting offering if you are in their area
of coverage.

As for dial-up, I am not sure, since I haven't used dial-up for quite some
time. Netcom/Mindspring was good until Earthlink bought them out. They
started going down hill, although the service was still pretty decent.
