Backups and reinstalls were my primary reason for thinking I should break OS
and Data into two partitions.  But the more I google the more it seems hard
to accomplish the reinstalls.

M$ install doesn't give the option to stick /user on a different partition.
 As a result you need to jump through hoops to move it later.
