Low-voltage doesn't require conduit in either county.
Your electrician may be trying to gouge you if he tells you otherwise.
Also, while not required, a raceway makes adding additional pulls
dead-easy.
You could use PVC for this, but again it is not required.

I am not sure if the electrician is planning on putting in pipe or not. 
My 
contractor didn't say.  The price he quoted was higher than I expected
so he 
may be.  OTOH, I did map out 1-2 jacks per room for flexibility so that
I can 
rearrange furniture later as the situation requires, so 12 lines total
for the 
house.  I'm pretty sure I won't be exceeding any distance limitations as
it's 
only a single family home.


Cook and Dupage counties are conduit by code.  I hate conduit.
