Well since the monitor works fine and it is not a linux issue... using
a process of eliminaton, that sort of leaves a couple of things.
Motherboard, BIOS or Video Card. If it is a recent development, you
can probably rule out the bios needing re-flashing. I would test the
video card (if it is not onboard) in another box...

Does the problem only occur when the computer is hot or something like
that? maybe it's overheating? I lived in a place with loads of dust,
meaning if I did not clean my PSU, GPU and CPU fans offten enough, it
would overheat slightly, shut down, then when I rebooted, there would
be odd things happening, screen flickers were one.
