Have you had a look at the IRQ settings on your mainboard.  This *could*
be a result of shared IRQ's, refresh rates or even just plain grounding
within your PSU.  Make sure that you are getting proper grounding, even
try reseating your video card and see if that helps.

This is going to be a tough one to diagnose.
