Thankfully that was not the case. I've sorted it out.

I had to rearrange the corner to the right of my desk to accommodate the 
footprint of this hp psc 2355. So my workstation and IPCop firewall went up 
on a shelf/platrom thingo above it with a bit of bulkhead underneath for 
support and onto which I installed some power points for two printers two pcs 
and associated AC/DC converters.

To maximise desk space I push monitor back so rearmost point nests slightly to 
rear of bulkead and almost beneath a PC.  This was the problem. 

I first turned off everything including IPCop box then turned on the 
workstation and I still had flicker. Then I pull the monitor forward 200 mm 
or so and wobble stops.

It must not like being beneath the PC. 

I'll now have to see if a little bit of lead sheet fixed up under the 
shelf/platform will make a difference so I can get this monitor out of my 
face.
