I resell a bunch of providers, but the best low start plan in my view is the 
current 512/128 plan with 8GB of included download from Exetel, okay it's 
not cable, but the 8GB is for use midday to midnight each day and there is 
an uncounted period between midnight and midday each day that you can 
download to your heart's content [there may be consequences for downloading 
more than 30GB during this time though].

This is a very simple and very quick answer, there may be far better options 
for others, best thing to do is for those that are interested, send me your 
normal fixed line phone number [one which can take ADSL] and I will create a 
report of available options.
