According to http://www.linux.org.au/usergroups/ (or rather to its
Google cache as LA's machine appears to be down again) there is not.

Regarding founding one, there's all kinds of suggestions at
http://tldp.org/HOWTO/User-Group-HOWTO.html

Once you've done the initial advertising and such, I think the most
important ones are:

 1. have a website, ideally a domain name rather than
    www.someisp.example.com/~username/log/ with up to date meeting
    advertisements (use software for this, eg WordPress with one of the
    events calendar plugins, Drupal etc, a Google calendar, rather than
    maintaining a calendar by hand)

 2. have a predictable meeting schedule allowing people to plan ahead to
    attend

 3. stay in touch with Linux Australia

 4. if the LUG fails due to either the public's lack of interest, your
    lack of interest, other factors, acknowledge it and put it in
    hiatus, with a standing offer to let someone else have a crack at it
    in the future. Lots of groups just fade away, with their webpage
    pepetually advertising their upcoming meeting, for 5 January 2002.
