No.  At least, not specifically: the speed is reflecting the performance
of the copper link between you and the exchange, not anything directly
related to ADSL2 or whatever.

Yes, but that seems less likely; looking at the reported sync speeds
someone with your level of downstream attenuation is *lucky* to get such
a fast link; most people report vastly slower speeds:

Note how your downstream attenuation (42dB) sits right at the top of
that chart?

The right question is "what speeds should I expect given the quality of
my connection", since that is the limiting factor.

Given the low quality link you have you are seeing pretty decent
performance, all things considered.

FWIW, I am about the same distance from the exchange and have downstream
attenuation of 20.5dB, and sync at ~ 16K down.
