pdfs on windoze, which app?

I know there is a number of free tools to make pdfs on windoze, but, apart
from looking at them briefly some time ago, I can't say I really used any
of them,  I think the one I looked at was called pdfcreator, and, it
looked OK.

anyhow, a friend just asked me 'what to use to make pdfs'

so, if anyone can recommend a good freeware pdf tool for windoze, I'll
pass it to my friend, thanks
