ADSL provisioning Q

is anyone familiar with ADSL provisioning?

I recently changed ADSL provider, and, now discovered I was still being
billed on my credit card for the service that no longer existed (from my
perspective);

the old provider claims they were not notified and, were not aware service
was no longer used (and, refused to credit charges);

surely as another provider provisions ADSL service, the former provider
can determine their service is no longer connected ?

[the new provider was supposed to transfer the services, the old provider
claims they were not told to terminate ADSL}
