piratebay blocked by Telstra ?

I noticed few weeks ago I can not access piratebay.org from Telstra ADSL, but, can access it through an external proxy, is seems Telstra is blocking both domain name and it's IP ? Can it be accessed thorough other Oz ISPs ?
