But you also can not just make the list public. Any teenager outside
Australia will go for it, the very first time they get Internet access
in the life.

It appears that the redistribution of such material is already banned
in general? One could argue then that it is only consistent to also
block it on the web. Never mind that Internet != Web.

So I guess that this PC-rating is the real problem. I find it
interesting how "instruction of crime or drug use" is mixed here with
acts that violate human rights in the strongest ways. "Instructions on
crime" does not seem to be far away from any kind of content that is
somehow dangerous for the government.

If you reduce that list to the real issues, child abuse and sexual
violence, it would be real easy to find international consensus, so
that you can track and shut down servers instead of having to set up
censorship infrastructure.
