I'd mention this on the OpenAustralia Foundation ( http://www.openaustraliafoundation.org.au/) mailing list ( http://groups.google.com/group/openaustralia-dev). It sounds like it's a good fit with what their members are interested in; if they can't provide direct help, it's probably the easiest way to find people who are interested in the project and have the skills you need.
