Dual sims are useful if you have a work mobile and a personal mobile as 
well.    Sometimes we want to keep these separate.

Market forces are an active process for keeping pricing fair.  With dual 
sims and using them to keep the cost down the main supplier will have to 
think about their pricing policy.  Without dual sim you have to rely on the 
government which is notoriously bad at managing free enterprise.  (Have a 
look at your power bills if you don't believe me)
