[activities] Our AGM and constitution

As SLUG members should be aware, our AGM is scheduled to be run during
the March meeting.

I was reading the constitution[0] to make sure we're fulfilling our
obligations, and I see no reference to requiring a separate
chairperson to run a general meeting. To quote:

   28. PRESIDING MEMBER

     1. The president or, in the president's absence, the vice-president, is
        to preside as chairperson at each general meeting of the
        association.
     2. If the president and the vice-president are absent or unwilling to
        act, the members present must elect one of their number to preside
        as chairperson at the meeting.

By default, the President is the chairperson. If neither the P or the
VP want to be the chairperson, one needs to be elected.

This is different from how we've been running our AGMs, where we (the
Committee) nominate a member to be chairperson.

What does our membership think about this? I think it's too close to
the AGM to propose a constitutional change. I (as President) would be
content to be the Chairperson of the AGM, but I think it would be
better for SLUG to have a neutral third-party assuming that role.

We could first have an election for the Chairperson prior to the
Committee positions, but that still leaves the President presiding
over the election of that role.
