I have worked in many organizations that had a good IT department but was handcuffed by boneheads in the HR department. HR needed to filter the resumes (usually by keywords that they didn't understand) so that they could feel important. Due to the politics, IT could not overcome this. This had NOTHING to do with how much the hiring manager or project managers or anyone else in IT knew about software development. Getting the right keywords onto the resume is crucial to getting past the HR filters. For this, certifications DO matter!
