Disposition: Explanation of XSL spec

fo:basic-link generates one or more normal inline-areas (see 6.9.2). 
It should thus not be part of the list of FOs in %block; that lists 
those that generate block-areas. To use fo:basic-link as a block-level 
object it needs to be wrapped in an fo:block - (see note in 6.9.2).
