Acknowledged we can do, via the immutable "History" section (which correlates with our page history link). But we can't ensure that we won't use it misleadingly or inaccurately. We also can't use Core License material, because the page on that license: http://www.hmso.gov.uk/copyright/licences/core/c_terms.htm ...doesn't appear to include any provisions for modification. Also, section 13 states quite clearly: "You must not pass your rights under this Licence to anyone else". The same problems occur with value added materials. We're going to have to bite the bullet and ask HMO to license at least some of their material under the GFDL. This is going to be difficult, and will require lobbying of MPs and such.
