When I open the Fink Commander and click "about Fink Commander" I get the following:

or via the Downloads tab of the Xcode Preferences.

I don’t think we’ve asked what version of fink you’re using (‘fink -V’).  It might be that your fink doesn’t have the proper scripting to detect the Xcode 10.3 command-line tools.
