cannot update-all (execution of /sw/bin/dpkg-lockwait failed, can't install package scalar-list-utils-pm5184-1.55-1)

(this is a resend, as I think my first query earlier today was bounced back, apologies if it did go through)

Appears to be a new issue.
Running Mojave, Xcode 11.3.1 and CLI tools for Xcode 11.3.1 after doing a 
	fink self update
and this with
	fink update-all

What should I do?  (I see that Xcode 11.4.1 requires Catalina)
It appears there may be a lock or file protection somewhere…

One of the files in question appears to not be writable:
$ ls -ltr /sw/lib/perl5/5.18.2/darwin-thread-multi-2level/auto/List/Util/Util.bundle
