On 10.13, I'm getting the same failure for py27, py36, and py37. Both 
built for me last year, suggesting that this is a missing declared 
dependency that got uninstalled at some point.

Since you have a working matplotlib-py27, an option is to run the 
command `fink list -i py37 py27` to show which pythonmods you have 
installed for py27 but are missing for py37, and see if installing those 
fixes the py37 build.

How does the above diagnostic output look for matplotlib-py27? Do any of 
the agg sections look different?
