perlmod/Fink/Config.pm should reference 'passwd-fink-bld' package (versus 'passwd')

I didn't have many of the 'passwd' packages installed in my 10.7 tree, and I got the following error when running "fink -l -m --build-as-nobody install ..." on one of my packages:

WARNING: User and/or group 'fink-bld' not found! Falling back to user/group 'nobody'. Please install package 'passwd' (>= 20061017) to build as user 'fink-bld'.

Probably should be 'passwd-fink-bld'? Saw the error in fink 0.31.6, but it looks like it is in master on GitHub.com/fink/fink as well.
