cups-dev and 10.6 (10.5 too?)

On 10.6, trying to install qt3 with -m leads to the following failure:
WARNING: The package qt3 has a preferred BuildDepends on cups-dev,
but cups-dev is an obsolete package.
$ fink list cups-dev
i cups-dev 1.0404-1 [virtual package
representing CUPS headers]
libgnomecups-dev 0.2.3-7 The GNOME cups library
p system-cups-dev [virtual package]
So even though I have the provided virtual package installed, fink is
still finding the package description libs/cups-dev.info and since
that's marked as obsolete, aborts on validation.
Should the cups-dev.info be marked as Distribution: 10.5, or maybe
deleted as it's probably 10.4 only? There's a note on the .info that
says "Not needed on Tiger any more" that was added 6 years ago.
