It's an upgrader package for users who had the "real" cups-dev installed (to make sure the package wanting cups *doesn't* find the older real fink cups-dev). A while ago I think I ripped out a bunch of BDep:cups-dev because yeah, that package doesn't appear to have been real (ever) in any currently-supported platform or even any older that has a still-viable upgrade path to a current one.
