Re: Updated dpkg and apt in my experimental

dpkg-dev isn'ta  dev with headers, that would be libdpkg-dev, dpkg-dev is the devel part of dpkg, stuff to make debs.

But marking it Essential is a better plan I'll fix that. but fink can still depend on it as well ;)
