I may get some time to look at updating passwd.  The operational changes
that have been discussed are:

1)  Have individualized .infos for packages to install passwd users
rather than as SplitOffs of passwd-core, so that adding an account
doesn't force a rebuild of the package.
2)  *Don't* overwrite users/groups with the same name that already exist
on the system, since we only refer to the names rather than numeric IDs
anyway, and since folks may be getting that information from a directory
server.
3)  Use the dynamic UID/GID and range settings set up by fink, i.e.:
* Don't hardcode the UID/GID number.  Plus, the range we hardcode isn't
really in an open block, at least nowadays.
* If a user reeally needs a hardcoded value they can enter it.
* If AutoUid is set in fink.conf, use the AutoUidMin and AutoUidMax
values as the range.
* If AutoUid isn't set, dynamically assign the first unused value
starting at ID 600, since that's in a safe block.

(and maybe save the UID in a ConfFile  in %p/etc?)

In addition to these, I'd like to put up a repository for the files on
github and produce a source tarball, since having to update a patch from
live files is kind of annoying. :-)
