I was getting this too. I still had the line
deb http://bindist.finkmirrors.net/10.11 stable main
in my sources.list even after disabling the bindist in fink.conf. Commenting it out seems to work.

Because I had the bindist active before updating to 10.11 it seems fink just changed the line from 10.10 to 10.11. Could this be because I updated my OS before fink? I did have to manually download and install the newer fink version because I didn’t update it first.
