numpy 1.13.x and scipy 1.0.0rc1 both fail as fink-bld

FYI, I have opened https://github.com/scipy/scipy/issues/7979 to alert
the scipy developers to the fact that their upcoming scipy 1.0.0
release and the current numpy 1.13.x release series both fail to build
under the fink packaging system as the fink-bld user. The problem
appears to be due to the tests generating _configtest.c and/or the
object files/executables being written in an unknown location which
fink-bld doesn't have write permission for. Currently we have to
resort to "BuildAsNobody: true" in order to build these newer releases
under fink.
