Note that the replies to my bug report upstream indicate that the
_configtest.c test files should be created in the build directory for
both scipy and numpy so it is very confusing as to why the newer
versions have problems accessing those files as the fink-bld user.
FYI, this issue can be reproduced with the proposed numpy-py-1,13,3
update that I placed on fink tracker at
https://sourceforge.net/p/fink/package-submissions/5028/ if you delete
the line..
BuildAsNobody: false
and try to build it as fink-bld.
