RFC: scraping old versions of some packages (r-base, llvm) on 10.13

Should the following packages be blocked from 10.13 to minimize the number of variants being pushed forward? r-base31 (r-base32 is already blocked from 10.13) r-base33 llvm37 llvm39 Nothing uses either llvm3x. python34 I would love to get rid of boost1.55 as well, but 48 packages still use it. Unfortunately, dist blocking some R and python flavors will mean adding a Distribution field to pymods and rmods.
