Interesting. I have 10.15b5 on a VM and currently have Fink installed in 
/sw. The VM was a 10.14.4 setup (without Fink) that then got upgraded to 
10.15b2 (now b5) and then had Fink installed for the first time once 
Catalina was running. So the / restrictions seem to vary. That's annoying.
