Big Sur 11.3 and up changed the default perl from 5.28.2 to 5.30.2. This 
has affected how we organize packages. Packages like intltool40 that 
depend on the system perl need to be prepared for 11.3+. I've got it 
almost working (locally, no public copy yet). Hopefully by end of day.

You can copy the file intltool40-11.0.info to intltool40-11.3.info, then 
edit the Type: field to say 5.30.2, and the Distribution: field to 11.3 
(and bump Revision by 1). That'll make intltool40 available on 11.3+, 
but there are still missing perlmod dependencies that must also have 
perl-5.30.2 versions enabled.
