While obviously not as good as getting 2021 working, it seems to run fine on my end with the texconfig issues mentioned seemingly fixed. I was able to run `texconfig paper letter` (or a4) with no errors, and both texconfig-sys and texconfig-user seemed to put the conf files in the proper space. I was also able to convert a simple .tex file to .dvi as well as to .pdf.

I made some progress, but it failed with

ln -s pdftex /opt/sw/src/fink.build/root-texlive-20170524-1/opt/sw/bin/pdfxmltex

echo "Creating a local texmf tree, and symlinking it into place ..."

Before reporting any errors, please run "fink selfupdate" and try again.
Also try using "fink configure" to set your maximum build jobs to 1 and
attempt to build the package again.
If you continue to have issues, please check to see if the FAQ on Fink's
website solves the problem. If not, ask on one (not both, please) of
these mailing lists:

The Fink Users List <[email protected]>
The Fink Beginners List <[email protected]>,

with a carbon copy to the maintainer:

        Tomoaki Okayama <[email protected]>

Note that this is preferable to emailing just the maintainer directly,
since most fink package maintainers do not have access to all possible
hardware and software configurations.

Please try to include the complete error message in your report. This
generally consists of a compiler line starting with e.g. "gcc" or "g++"
followed by the actual error output from the compiler.

Also include the following system information:
Package manager version: 0.45.3
Distribution version: selfupdate-rsync Tue Aug 10 21:05:42 2021, 10.15, x86_64
Trees: local/main stable/main
No recognized Xcode.app installed
Xcode command-line tools: 12.4.0.0.1.1610135815
Max. Fink build jobs: 12
