While obviously not as good as getting 2021 working, it seems to run fine on my end with the texconfig issues mentioned seemingly fixed. I was able to run `texconfig paper letter` (or a4) with no errors, and both texconfig-sys and texconfig-user seemed to put the conf files in the proper space.
